his country, via two stints in jail.<\/p>\n\n\n\n<p>Now age 75, Anwar Ibrahim has finally realized his dream by becoming the 10th&nbsp;<a href=\"https:\/\/www.cnn.com\/2022\/11\/24\/asia\/anwar-ibrahim-malaysia-new-prime-minister-intl-hnk\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">prime minister<\/a>&nbsp;of Malaysia.<\/p>\n\n\n\n<p>And in his first words after being sworn in on Thursday, he made clear he intends not to dwell on the divisions of the past, but focus on the future with a cabinet that will include his former political foes.<\/p>\n\n\n\n<p>\u201cThis is a national unity government and all are welcome on condition (they) accept the fundamental rules: good governance, no corruption and a Malaysia for all Malaysians,\u201d Anwar said as he pledged to heal a racially divided nation, fight corruption and revive an economy still struggling to recover from the pandemic.<\/p>\n\n\n\n<p>\u201cNo one should be marginalized under my administration,\u201d he vowed.<\/p>\n\n\n\n<p>Anwar\u2019s appointment comes nearly a week after a&nbsp;<a href=\"https:\/\/www.cnn.com\/2022\/11\/18\/asia\/malaysia-15th-general-election-explainer-intl-hnk\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">tumultuous general election<\/a>&nbsp;that resulted in the first&nbsp;<a href=\"https:\/\/www.cnn.com\/2022\/11\/19\/asia\/malaysia-election-race-parliament-intl-hnk\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">hung parliament<\/a>&nbsp;in Malaysian history.<\/p>\n\n\n\n<p>His reformist and multi-ethnic Pakatan Harapan coalition won the most seats in last week\u2019s vote \u2013 82 \u2013 but failed to reach a simple majority needed to form a government, meaning Anwar could only be appointed after the intervention of the Malaysian king.<a href=\"https:\/\/edition.cnn.com\/2022\/11\/24\/asia\/anwar-ibrahim-malaysia-new-prime-minister-intl-hnk\/index.html\" target=\"_blank\" rel=\"noopener\"><\/a><\/p>\n\n\n\n<p><a href=\"https:\/\/edition.cnn.com\/2022\/11\/24\/asia\/anwar-ibrahim-malaysia-new-prime-minister-intl-hnk\/index.html\" target=\"_blank\" rel=\"noopener\"><\/a><a href=\"https:\/\/edition.cnn.com\/2022\/11\/24\/asia\/anwar-ibrahim-malaysia-new-prime-minister-intl-hnk\/index.html\" target=\"_blank\" rel=\"noopener\">Malaysia&#8217;s Anwar becomes prime minister, ending decades-long wait<\/a><\/p>\n\n\n\n<p>Observers say he will have his work cut out if he is to bridge the divisions that have seen him named the fourth prime minister since 2018, when a landmark election dumped the Barisan Nasional coalition out of power for the first time since independence amid anger over a multibillion-dollar financial scandal at the state investment fund.<\/p>\n\n\n\n<p>\u201cThis has been by far, the most fragmented, volatile and dangerous period ever in Malaysian politics,\u201d said political commentator Ei Sun Oh. \u201cWhile many applaud the appointment of a progressive and reformist candidate, it won\u2019t be the end to problems.\u201d<\/p>\n\n\n\n<p>\u201cPolitical wranglings and infighting will still continue and Anwar has the task of having to heal profound wounds and gaps between the progressives and conservatives,\u201d he added.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"paragraph-27733d98-5d09-0b5c-46f1-acf877b530d6\">Anwar\u2019s rise<\/h2>\n\n\n\n<p>Born on August 10, 1947 on the island of Penang, Anwar began his political career as a student activist leading various Muslim youth groups in Kuala Lumpur. He was arrested at one point over his role in leading demonstrations against rural poverty and hunger.<\/p>\n\n\n\n<p>Years later, he surprised many by making a foray into mainstream politics, joining the Malay nationalist party UMNO (United Malays National Organisation) led by then-prime minister Mahathir Mohamad \u2013 a man who would become both Anwar\u2019s mentor and nemesis.<\/p>\n\n\n\n<figure class=\"wp-block-image is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/media.cnn.com\/api\/v1\/images\/stellar\/prod\/221124214730-01-anwar-ibrahim-rally-111722-restricted.jpg?c=16x9&amp;q=h_270,w_480,c_fill\" alt=\"Anwar Ibrahim delivers a speech during a campaign rally for Pakatan Harapan in Kuala Lumpur on November 17, 2022. \" width=\"704\" height=\"396\"\/><\/figure>\n\n\n\n<p>Anwar Ibrahim delivers a speech during a campaign rally for Pakatan Harapan in Kuala Lumpur on November 17, 2022.Mat Zain\/NurPhoto\/Getty Images<\/p>\n\n\n\n<p>Anwar\u2019s rise within the party was rapid and he was soon elevated to various high-ranking ministerial positions, becoming deputy prime minister in 1993.<\/p>\n\n\n\n<p>At this point, Anwar was widely expected to succeed Mahathir, but the two men began to clash over issues including corruption and the economy.<\/p>\n\n\n\n<p>Tensions further strained as the 1997 Asian financial crisis battered the country and in 1998 Anwar was fired from Mahathir\u2019s Cabinet and expelled from UMNO.<\/p>\n\n\n\n<p>He then began leading public protests against Mahathir \u2013 a move that signaled the start of a new pro-democracy movement.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"paragraph-8c703bd7-f9d3-eff3-79d2-ad0ee591095b\">Fall from power and jail<\/h2>\n\n\n\n<p>That same year, Anwar was arrested and detained without trial, and was charged with corruption and sodomy. Even if consensual, sodomy is an offense punishable by up to 20 years in prison in Muslim-majority Malaysia.<\/p>\n\n\n\n<p>He has always strongly denied the charges, claiming they were politically motivated, but that has not stopped them from plaguing his political career ever since.<\/p>\n\n\n\n<p>His subsequent jailing sparked violent street protests, with supporters comparing his plight to that of Nelson Mandela.<\/p>\n\n\n\n<p>That first conviction was overturned by a court in 2004, a year after two-time leader Mahathir left office for the first time, but it was not the last time Anwar would find himself behind bars.<\/p>\n\n\n\n<p>After his return as an opposition figure, more allegations of sodomy were made against him and \u2013 following a protracted court battle that took place over a period of years \u2013 returned to jail in 2014.<\/p>\n\n\n\n<p>What happened next is perhaps one of the most remarkable turnarounds in the country\u2019s political history.<\/p>\n\n\n\n<p>In a stunning twist \u2013 with Anwar still behind bars \u2013 he and Mahathir joined forces for the 2018 election in a bid to topple the government of Najib Razak, whose administration had become embroiled in a corruption scandal surrounding the state investment fund 1 Malaysia Development Berhad (1MDB).<\/p>\n\n\n\n<p>As part of his campaign pledge, Mahathir vowed that should they succeed he would free Anwar and even step aside for him after a couple of years in power. Mahathir stuck to the first promise \u2013 a royal pardon freed Anwar soon after the election \u2013 but he backtracked on the second, a U-turn that split their supporters and fed the stalemate that has dogged all efforts to form a stable government since.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"paragraph-7db12d7c-3087-69c9-bffe-ac6ed4e02fb3\">Challenges ahead<\/h2>\n\n\n\n<p>Among his first pledges as Malaysia\u2019s new prime minister, Anwar said he \u201cwould not take\u201d a salary as a show of solidarity with Malaysians struggling with the rising cost of living.<\/p>\n\n\n\n<p>He also promised to help the country embrace multi-culturalism.<\/p>\n\n\n\n<p>Malaysia has long adopted a policy of institutionalized affirmative action favoring the ethnic Malay majority over its sizable Chinese Malaysian and Indian Malaysian minorities.<\/p>\n\n\n\n<p>And overcoming decades of polarization over race, religion and reform in the Muslim-majority nation will not come easy \u2013 not least because experts do not rule out attempts by rivals in his new government to topple his leadership.<\/p>\n\n\n\n<p>While two-thirds of Anwar\u2019s cabinet will be made up of members of his Pakatan Harapan reformist coalition, in a gesture of national unity he has agreed that the remaining posts will be given to members of the regional Gabungan Rakyat Sabah party and \u2013 perhaps more surprisingly \u2013 representatives of the Barisan Nasional coalition, which includes several UMNO politicians that he did so much to topple.<\/p>\n\n\n\n<p>\u201cHe is entering a very uneasy political alliance in a fragmented landscape,\u201d said Oh, the political commentator.<\/p>\n\n\n\n<p>\u201cThe recent election results have only showed how divided the country is.<\/p>\n\n\n\n<p>\u201cHe now has the difficult job of navigating and balancing the progressive sectors with the conservative religious forces.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image his pledge to prioritize&nbsp;<a href=\"https:\/\/www.cnn.com\/2022\/06\/10\/asia\/malaysia-death-penalty-abolish-human-rights-intl-hnk\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">human rights<\/a>&nbsp;and democracy.<\/p>\n\n\n\n<p>\u201cThis is a leader who has personally suffered massive politically motivated injustices,\u201d said Phil Robertson, Asia deputy director of Human Rights Watch.<\/p>\n\n\n\n<p>Robertson said the rights group hoped Anwar would \u201cbring reforms to laws and regulations that have been used in the past to criminalize peaceful exercise of civil and political rights,\u201d pointing to issues like discrimination against transgender and gay communities, the treatment of migrant workers and child marriage and refugee laws.<\/p>\n\n\n\n<p>\u201cOne hopes that lessons have been learned from the previous Pakatan Harapan government, which faltered after two years in power,\u201d Robertson said.<\/p>\n\n\n\n<p>\u201cWe hope that Anwar will move forward with his vision, recognize that he was elected to act on his programs and policies, and implement his mandate.\u201d<\/p>\n\n\n\n<p>And domestically, at least for now, the celebratory mood continues amid optimism that years of political chaos and uncertainty may finally be in the past.<\/p>\n\n\n\n<p>\u201cMalaysians can be hopeful that the discord that risks spiraling out of control gets to lose some oxygen now \u2013 or at least it won\u2019t be coming from hardline nationalists within UMNO for the time being,\u201d said Malaysian journalist Amirul Ruslan, adding that \u201cUnlike Mahathir, I can see (Anwar) transitioning policies away from being race-centric.\u201d<\/p>\n\n\n\n<p>Describing Anwar\u2019s new government, comprising former
